UTSCH Becomes First in German-Headquartered Company to Achieve Highest 3-Star Rating from FIA Road Safety Index
- UTSCH has become the first German-headquartered company to achieve the highest 3-star rating* from the FIA Road Safety Index.
- The FIA Road Safety Index enables organisations to measure their road safety footprint, identify risks, and drive tangible road safety improvements.
The announcement took place at the 2025 International Transport Forum (ITF) Summit in Leipzig, alongside the adoption of a Policy Recommendation by the ITF’s Council of Ministers of Transport referencing the FIA Road Safety Index as an advanced tool to help businesses improve their road safety performance.

The FIA Road Safety Index is the only methodology worldwide that enables any company or organisation to measure, report on and improve their road safety footprint.
UTSCH’s journey exemplifies the transformative power of the Index and its ability to drive tangible safety improvements and embed a culture of safe mobility within companies and organisations.
Using the FIA Road Safety Index methodological framework, UTSCH swiftly addressed all identified gaps and demonstrated exemplary commitment and performance — earning them the highest 3-star rating within just a few months.
UTSCH rapid progress highlights how data-driven insights combined with strong leadership can drastically reduce road risks, improve operational efficiency, and enhance staff well-being.
“The FIA Road Safety Index is helping companies turn commitment into measurable impact. UTSCH, the first company with headquarters in Germany to achieve a 3-star rating, sets a powerful example. This achievement reflects both their dedication and the Index’s growing role as a catalyst for safer roads. We congratulate UTSCH and look forward to supporting more organisations — in Germany and globally — on their safety journeys,” said Willem Groenewald, FIA Secretary General for Automobile Mobility.
“The Index gave us a clear roadmap to review our internal policies. With the support and insights it provided, we transformed our road safety practices quickly and effectively. It challenged us to look deeper into our operations and align our processes. Reaching the 3-star rating reflects not only what we’ve achieved, but how far we’ve come in building a culture of safety,” said Dominic Höffgen, UTSCH Group CEO.
“Companies can make a big impact in driving better road safety, both for their workforces and the communities they serve. The FIA Index is leading the way in establishing tools to focus management on road safety and highlight success. The ITF welcomes the initiative and is also working with the WHO and corporations to establish a complementary reporting system for companies to demonstrate good practice,” said Stephen Perkins, Senior Counsellor at the ITF.
The announcement was made during the International Transport Forum (ITF) Summit 2025 in Leipzig and coincided with the adoption of a new Policy Recommendation on Comprehensive Road Safety Policy by the Council of Ministers of Transport of the ITF. The recommendation encourages corporate action and references the FIA Road Safety Index as an advanced tool available to help businesses improve their road safety performance.
