W2RC and Cross-Country Rally Commissions approve updates to FIA Cross-Country Rally Sporting regulations

Following the latest meeting of the FIA W2RC Commission, a series of regulatory proposals for the FIA World Rally-Raid Championship have been submitted to the World Motor Sport Council for consideration. The proposals notably include the introduction of spare-parts limits for new Stock vehicles, clarifications on the definition of service road books, adjustments to tyre allocations for T1+ priority crews in Bajas, and revisions to technical passport procedures.
Once approved, the updates would form part of the regulatory framework governing the FIA World Rally-Raid Championship and the FIA World and Regional Baja Cups from 2026. The following is a summary of the proposals submitted to the World Motor Sport Council.
Spare-Parts Limits for New Stock Vehicles
The FIA W2RC Commission has proposed a regulation introducing limits on the number of spare-parts for the new production-based Stock vehicles in the FIA World Rally-Raid Championship. A dedicated appendix will set out the maximum number of permitted components and sub-assemblies, with time penalties applied if competitors exceed those limits.
The new measure supports cost control and aligns the category with its customer-racing purpose.
Windscreen Protection Devices
A new regulation to formally permit the use of bolt-on deflector bars or cables to protect windscreens from vegetation has been proposed by the FIA Cross-Country Rally Commission. These external devices may be fitted between the front fender and the A-pillar and must be constructed from steel or aluminium.
Service Road Book Definition
The FIA Cross-Country Rally Commission has proposed an amendment to the definition of the Service Road Book, providing clearer parameters for organisers and teams.
The update confirms that Service Road Books must define the authorised itinerary for service vehicles and may be issued either in the traditional ‘boxes’ format or as a static GPS route file such as GPX or KML.
Powertrain monitoring for T1+ vehicles
The Cross-Country Rally Commission has approved a proposal specifying that the FIA torque meter system applies only to T1+ vehicles entered in the relevant Championship, ensuring monitoring resources align with registered competitors.
Updates to FIA Technical Passports
The FIA Cross-Country Rally Commission has also approved revisions to the FIA Technical Passport procedure at Cross-Country events that would simplify processing and reduce administrative workload.
ASNs would be permitted to pre-fill technical passports for batches of identical vehicles, beginning from the fourth unit produced, subject to agreement from the FIA Technical Department. This would remove the requirement for repeated pre-inspections of identical vehicles and streamline the application process through a single FIA contact point.
A maximum validity period of six months would be introduced for any pre-filled passport prior to FIA validation, ensuring inspections remain current at the time of first event entry.
Maximum number of Tyres
A reduction in the maximum number of tyres permitted for T1+ priority drivers in Bajas will be proposed to the WMSC, decreasing the allowance from 12 to 10 per event. The expected change follows analysis showing that the previous limit offered little practical constraint, while competitors in T1.1 and T1.2 classes often face limited access to FIA-barcoded tyres. The update ensures a more balanced and proportional tyre allocation across classes.
These regulatory updates arrive as preparations intensify for Dakar 2026. More than 200 FIA-entered vehicles are set to take the start, with the majority having completed pre-scrutineering in Spain from 27–29 November before shipment to Saudi Arabia. Competitors can register for the World Championship on https://registrations.fia.com/w2rc, until 15 December in order to score points in Dakar.
