World Motor Sport Council
A meeting of the FIA World Motor Sport Council (WMSC) took place today (27 September) in Dubrovnik, Croatia. The FIA President, Jean Todt, opened the meeting by thanking Matko Bolanca, President of the Croatian Car & Karting Federation (CCKF), and Zrinko Gregurek, Secretary General of the CCKF and WMSC member, for their hospitality and for hosting the FIA family.
The following decisions were taken by the World Motor Sport Council:
FIA FORMULA ONE WORLD CHAMPIONSHIP
As confirmed earlier today by the FIA and the Formula 1 Group, the framework for the implementation of the 2013 Concorde Agreement has now come into force. This agreement provides the FIA with significantly improved financial means to pursue its regulatory missions and to reflect the enhanced role undertaken by the FIA in motor sport. The parties have agreed a strong and stable sporting governance framework which includes the Formula 1 Group, the FIA and the participating teams. The agreement lays down solid foundations for the further development of the FIA Formula One World Championship.
The members of the WMSC congratulated the FIA President for the successful and favourable conclusion to the negotiations. The members also accepted his proposal to create a new task force, after the FIA Presidential Election, charged with proposing the allocation of the additional financial resources for the FIA and its membership.
One of the noteworthy aspects of the new 2013 Concorde Agreement is the new tender procedure for appointing single suppliers in the tyre and fuel categories, for the FIA F1 World Championship.
In this new process, the FIA will be confirmed as the body in charge of conducting the tender process. The Commercial Rights Holder will be entitled to run the commercial negotiations with potential suppliers, with a view to the selected single supplier being officially appointed by the WMSC.
In order to cover the transition period and considering the contracts already settled by FOM and the Teams with Pirelli, the WMSC today confirmed that Pirelli may continue to supply tyres to competitors in the FIA F1 World Championship, subject to the requisite technical and safety standards of the FIA being met.

FIA WORLD ENDURANCE CHAMPIONSHIP
In order to increase competitiveness, from 2014 the title of FIA World Endurance Manufacturers’ Champion will be awarded to the manufacturer scoring the greatest number of points with two cars (three cars if under Article 16.A) in the general classification.
The 2014 Sporting Regulations will be adjusted in order to take into consideration the new LMP1 Technical Regulations which will be implemented next season, taking into consideration the new distinction between the light category cars for privateers only (LMP-L) and the Hybrid category cars for both manufacturers and privateers (LMP-H), and the allocation of energy.
FIA FORMULA 4
An updated framework for the 2014 Sporting Regulations was agreed, with an emphasis on safety and ensuring that races are held on circuits holding a valid licence of Grade 4, minimum.
The Technical Regulations - designed to appeal to the widest range of stakeholders - were approved, in addition to the introduction of Homologation Regulations to limit costs related to engines, chassis and major consumption parts.

HISTORIC MOTOR SPORT
In order to increase the attraction of FIA European Historic Sporting Rally Championship events, from 2014 a further class for Group A cars in Category 4 has been added to distinguish between cars under and over 2 litres.
To broaden the range of eligible cars in the FIA Historic Hill Climb Championship, two specific classes within Category 4 will be introduced from 2014. Dedicated to ‘Sport Nazionale’ cars, D6 will be specific to cars under 2500cc and D7 for those under 3000cc. Similarly, single-seater and two-seater racing cars from the 1983-1990 period will become eligible for Category 5, divided into two classes for under 1600cc (E4) and under 2000 cc (E5).
FIA WORLD RALLYCROSS CHAMPIONSHIP
Following the proposal by the Promoter of the FIA European Rallycross Championship, the WMSC has approved the creation of a new FIA World Rallycross Championship from 2014, on the condition the calendar is based on a total of 11 or 12 events, with nine or 10 European events plus one event in Asia or Africa and one event on the American continent.
The formats of the FIA European Rallycross Championships for the support categories, TouringCar and Super1600, are maintained, with the calendar comprising the European events in the World Championship. The format of the European Championship for the flagship category, SuperCar, will be adapted and concentrated over five of the 10 European events in the World Championship. This will also have a specific classification for non-permanent drivers not entered in the entirety of the World Championship.
FIA INTERNATIONAL HILL-CLIMB CUP
As a result of a review of the development and restructuring of the FIA’s activities in hill climb, from 2014 the FIA International Hill Climb Challenge and the FIA European Hill Climb Cup will be merged into one competition known as the FIA International Hill Climb Cup (IHCC). As a consequence, the regulations concerning the Groups of vehicles will be amended along with the associated awards.
GT
The principles of the convergence between the current GTE cars (Le Mans) and the FIA GT3 have been commonly defined by the FIA and ACO and agreed by all the GT manufacturers. The aim is to present the new GT Technical Regulations, based on new categories (GT+ and GT), at the WMSC in June 2014 for implementation in 2016.
DRIVERS’ COMMISSION
In order to ensure the voice of drivers is heard during the FIA decision process, the WMSC agreed that a driver representative be designated in the various FIA Commissions and Working Groups. In addition, and in co-operation with the FIA Circuits Department, the Commission has designated a member to work with various bodies in relation to circuit safety, in particular.
President of the Drivers’ Commission, Emerson Fittipaldi, also advised the WMSC that the Minister of the Cities of Brazil, along with an Embassy delegation, participated in their meeting and presented the various initiatives implemented in this region to reinforce road safety while involving motor sport.
WOMEN IN MOTOR SPORT
The Commission continues to focus its activities on promoting the role of women in all areas of motor sport and, in addition to the work it is undertaking with the FIA Action for Road Safety campaign, is broadening its remit to encourage more women to become engineers, volunteers and officials.
IOC RECOGNITION
The FIA President confirmed to the members of the WMSC that the Executive Board of the International Olympic Committee (IOC) has granted full recognition to the FIA in accordance with the Rules of the Olympic Charter.
INTERNATIONAL SPORTING CODE
Following a proposal from a dedicated review commission, and after consultation with the ASNs, the WMSC unanimously approved a complete revision of the International Sporting Code. This version will come into effect on 1 January 2014.
MOTOR SPORT TASK FORCE
The Motor Sport Task Force will nominate its members after the FIA Presidential Election.
ASN DEVELOPMENT TASK FORCE
The FIA President underlined the importance of the work of the ASN Development Task Force, reinforcing the need to help ASNs grow the sport at grass roots level round the world.

CHAMPIONNAT DU MONDE DE FORMULE UN DE LA FIA
Comme confirmé plus tôt dans la journée par la FIA et le Formula 1 Group, l’accord de mise en œuvre de la Convention de la Concorde 2013 est entré en vigueur. Cet accord dote la FIA de moyens financiers nettement accrus qui lui permettront de poursuivre ses missions de réglementation et de renforcer son rôle dans le domaine du sport automobile. Les parties ont établi d’entente un cadre fort et stable pour la gouvernance sportive, qui comprend le Formula 1 Group, la FIA ainsi que les équipes participantes. L’accord jette des bases solides pour le développement du Championnat du Monde de Formule Un de la FIA.
Les membres du CMSA ont félicité le Président de la FIA pour cette conclusion favorable des négociations. Ils ont également accepté sa proposition de créer, après les élections présidentielles de la FIA, une nouvelle "task force" chargée de faire des propositions concernant l’allocation des ressources financières supplémentaires pour la FIA et ses membres.
L’un des aspects remarquables de la Convention de la Concorde 2013 est la nouvelle procédure d’appel d’offres relative à la désignation de fournisseurs uniques dans les catégories pneumatiques et carburant pour le Championnat du Monde de F1 de la FIA.
Dans ce cadre, la FIA sera confirmée comme l’organe chargé de conduire la procédure d’appel d’offres. Le Détenteur des Droits Commerciaux sera habilité à mener les négociations commerciales avec les fournisseurs potentiels, le fournisseur unique sélectionné étant officiellement désigné par le CMSA.
Afin de couvrir la période de transition et compte tenu des contrats déjà conclus avec Pirelli par la FOM et les Equipes, le CMSA a confirmé ce jour que Pirelli peut continuer à fournir des pneus aux concurrents pour le Championnat du Monde de F1 de la FIA, sous réserve du respect des normes techniques et de sécurité de la FIA.

CHAMPIONNAT DU MONDE D’ENDURANCE DE LA FIA
Afin d’augmenter la compétitivité, à partir de 2014, le titre de Champion du Monde d’Endurance des Constructeurs de la FIA sera attribué au constructeur ayant totalisé le plus grand nombre de points au classement général avec deux voitures engagées (trois si l’Article 16.A est applicable).
Le Règlement Sportif 2014 sera ajusté afin de prendre en considération le nouveau Règlement Technique LMP1 qui sera mis en œuvre la saison prochaine, en tenant compte de la nouvelle distinction établie entre les voitures de la catégorie Light pour les équipes privées uniquement (LMP-L) et les voitures de la catégorie Hybrides pour les constructeurs et les équipes privées (LMP-H), ainsi que l’allocation de l’énergie.
FORMULE 4 DE LA FIA
La nouvelle version du Règlement Sportif 2014 a été approuvée, l’accent étant mis sur la sécurité et les courses étant disputées sur des circuits bénéficiant d’une licence de Degré 4 minimum en cours de validité.
Le Règlement Technique – conçu pour s’adresser au plus grand nombre possible de parties prenantes – a été approuvé, tout comme l’introduction d’un Règlement d’Homologation pour limiter les coûts liés aux moteurs, châssis et principales pièces d’usure.

SPORT AUTOMOBILE HISTORIQUE
Afin d’augmenter l’attractivité des épreuves du Championnat d’Europe des Rallyes Sportifs H istoriques de la FIA, à compter de 2014, une classe supplémentaire pour les voitures du Groupe A de la Catégorie 4 a été ajoutée pour distinguer les voitures de moins de 2 litres des plus de 2 litres.
Afin d’élargir l’éventail des voitures admissibles dans le Championnat Historique de la Montagne de la FIA, deux classes spécifiques au sein de la Catégorie 4 seront introduites à compter de 2014. Dédiées aux voitures de "Sport Nazionale", la D6 s’adressera aux voitures de moins de 2500 cm3 et la D7 à celles de moins de 3000 cm3. De même, les voitures de course monoplaces et biplaces de la période 1983 à 1990 deviendront admissibles dans la Catégorie 5 et seront réparties dans deux classes distinctes : moins de 1600 cm3 (E4) et moins de 2000 cm3 (E5).
CHAMPIONNAT DU MONDE DE RALLYCROSS DE LA FIA
Suite à la proposition du Promoteur du Championnat d’Europe de Rallycross de la FIA, le CMSA a approuvé la création d’un nouveau Championnat du Monde de Rallycross de la FIA à compter de 2014, à condition que son calendrier se fonde sur un total de 11 ou 12 épreuves, avec 9 ou 10 épreuves européennes plus une épreuve en Asie ou en Afrique et une épreuve sur le continent américain.
Les formats des Championnats d’Europe de Rallycross de la FIA pour les catégories dites annexes, TouringCar et Super1600, sont maintenus, le calendrier comprenant les épreuves européennes du Championnat du Monde. Le format du Championnat d’Europe pour la catégorie-reine, SuperCar, sera aménagé et concentré sur cinq des dix épreuves européennes du Championnat du Monde. Il y aura également un classement spécifique pour les pilotes non permanents non engagés à l’intégralité du Championnat du Monde.
COUPE INTERNATIONALE DES COURSES DE CÔTE DE LA FIA
Dans le cadre d’une réflexion menée sur le développement et la restructuration des activités en courses de côte de la FIA, à compter de 2014, le Challenge International des Courses de Côte de la FIA et la Coupe d’Europe des Courses de Côte de la FIA seront fusionnés en une seule compétition dénommée Coupe Internationale des Courses de Côte de la FIA (CICC). En conséquence, la réglementation concernant les Groupes de véhicules sera amendée ainsi que les récompenses associées.
GT
Les principes de la convergence entre les voitures GTE actuelles (du Mans) et les voitures GT3 FIA ont été conjointement définis par la FIA et l’ACO et approuvés par tous les constructeurs GT. L’objectif est de présenter les nouveaux règlements techniques GT, fondés sur les nouvelles catégories (GT+ et GT), au CMSA en juin 2014 pour application en 2016.
COMMISSION DES PILOTES
Afin de veiller à ce que la position des pilotes soit entendue au cours du processus de décision de la FIA, le CMSA a décidé qu’un représentant des pilotes sera désigné dans les différentes Commissions ou Groupes de Travail de la FIA. En outre, et en coopération avec le Département des Circuits de la FIA, la Commission a désigné un membre qui travaillera avec différents organes, notamment pour ce qui est de la sécurité des circuits.
Le Président de la Commission des Pilotes, Emerson Fittipaldi, a informé le CMSA que le Ministre de la Ville de São Paulo, accompagné d’une délégation de l’ambassade, a participé à sa réunion et est venu présenter les différentes initiatives mises en place dans cette région pour renforcer la sécurité routière et impliquer le sport automobile.
FEMMES DANS LE SPORT AUTOMOBILE
La Commission continue d’axer ses activités sur la promotion du rôle des femmes dans tous les domaines du sport automobile et, outre les travaux entrepris dans le cadre de la campagne de la FIA Action for Road Safety, élargit ses attributions pour encourager davantage de femmes à devenir ingénieurs, volontaires et officiels.
RECONNAISSANCE PAR LE CIO
Le Président de la FIA a confirmé aux membres du CMSA que la commission exécutive du Comité International Olympique (CIO) a accordé la reconnaissance définitive à la FIA en application des Règles de la Charte olympique.
CODE SPORTIF INTERNATIONAL
Suite à une proposition d’une commission de révision ad hoc, et après consultation des ASN, le CMSA a approuvé à l’unanimité une révision complète du Code Sportif International. Cette version entrera en vigueur au 1er janvier 2014.
MOTOR SPORT TASK FORCE
La Motor Sport Task Force désignera ses membres après les élections présidentielles de la FIA.
ASN DEVELOPMENT TASK FORCE
Le Président de la FIA a souligné l’importance des travaux menés par l’ASN Development Task Force, en insistant sur la nécessité d’aider les ASN du monde entier à développer le sport automobile à sa base.
