FIA President Jean Todt welcomed members of the World Motor Sport Council ahead of the first race of the new FIA Formula E Championship in Beijing on Saturday 13 September, a historic moment as the world’s first fully-electric racing Championship competing in city-centre circuits worldwide is launched.

FIA WORLD RALLY CHAMPIONSHIP

The following amendments have been made to the Sporting Regulations, applicable from January 2015:

• In order to give more of an advantage to crews contesting all the stages, a seven-minute penalty, instead of five minutes, will be applied for a missed stage. The 10-minute penalty for missing the last stage of a day remains applicable.

• A WRC Team will be permitted a one-day test for each competition it nominates.

• Current Group N4 cars will be renamed as R4, in order to integrate them into the rally pyramid. This applies to all cars in the category worldwide.

FIA EUROPEAN RALLY CHAMPIONSHIP

To increase the value of the FIA European Rally Championship (ERC) and create an identity for each category of car, the organisation of the Championship has been amended from 2015.

• The overall ERC will be reserved for R5 and S2000 rally cars, the ERC 2 Championship has been created for drivers of Group N cars (current N4 cars), and the ERC 3 Championship will be for cars in Groups R3, R2 and R1.

• Titles for teams, drivers and co-drivers will be awarded, the total number of championship competitions will be reduced from 12 to 10 and the best seven (ERC and ERC 2) and six (ERC 3) results will count towards the titles.

• Additionally, the maximum age limit for ERC Junior drivers has been increased to 27 to attract more competitors and correspond with the limitation imposed for national junior championships.

• Only drivers registered in the ERC categories will receive Priority status, adding value and an advantage to registration, and only FIA and ERC Priority drivers will take part in Free Practice and Qualifying. The total distance of special stages is set at between 200 and 230 kilometres to provide consistency throughout the Championship.

• To further decrease costs, tyre quantities will be reduced. For four-wheel drive cars a maximum of 18 tyres per competition is permitted, and 14 for two-wheel drive cars.

• Testing has also been reduced to one day for each rally a driver is contesting.

 

FIA WORLD CUP FOR CROSS COUNTRY RALLIES

• In order to reduce costs for competitors, a number of new regulations have been implemented from January 2015. FIA Priority drivers competing in Bajas will be allowed to use only eight tyres per competition. If a tyre is damaged during the running of the competition, it may be replaced with the agreement of the FIA Technical Delegate. However such a change will incur a 90 second time penalty for each tyre changed. In timed service areas on Bajas, only two mechanics and one engineer may work on a competing vehicle, and competitors may only refuel at commercial fuel stations using fuel on sale to the public.

• In order to adjust the balance of performance, restrictor diameters will be amended in 2015 depending on the average altitude of the competition. As such, the average altitude of the total distance of selective sections must be published in the Supplementary Regulations.

• The definition of a marathon cross country rally has been amended to be a competition with at least 5000 kilometres of selective sections, previously 3000 kilometres.

• To be included in the final classification a competitor must have checked in at the first time control of each leg and have checked in at the final time control of the competition.

• To be classified a competitor must not have received a fixed penalty on more than 50% of the legs of a rally. A fixed penalty will not be applied on the final day of an competition.

• The results of all Cross-Country rallies and the best five Bajas will be taken into account for the final classification, ensuring that with one additional competition in the calendar, teams can continue to operate at current budget levels.

Tunisia Rally will run as a candidate competition from 28 May to 2 June for possible inclusion in the 2016 calendar.

FIA FORMULA E CHAMPIONSHIP

After the pre-season test campaign and the first race simulation, a number of adjustments to the sporting regulations of the 2014 Formula E championship have been agreed. The full regulations are available on the FIA website.

FIA WORLD ENDURANCE CHAMPIONSHIP

Introduction of cost management measures have been agreed as from 1 January 2015 including limitations of testing and tyre limitations per category. Further details will be included in the 2015 Sporting and Technical Regulations.

GT COMMISSION

A unified system of categorisation for GT3 drivers, centralised by the FIA, has been agreed. The use of the Driver Categorisation system for FIA championships and series is aimed at encouraging better sporting management.

A proposal to hold a ‘World Cup’ for GT3 cars, organised on the basis of a single competition, has been agreed. A call for expressions of interest will be opened with the aim of appointing a promoter.

HISTORIC MOTOR SPORT COMMISSION

Those cars homologated in Period J2 (1986-1990) will now be eligible to compete in the FIA Historic Sporting Rally Championship.

OFF-ROAD COMMISSION

The minimum weight of a Super Car in Rallycross will be set at 1,300kg, as of 1 January 2016  (no matter the cylinder capacity of the engine). A number of clarifications and changes to the Technical Regulations for Rallycross cars have been decided for 2015 or 2016. Further details are available on the FIA website.

The current FIA Cup for JuniorBuggy (for drivers aged 13 to 21) will be classified as the FIA European Autocross Championship for JuniorBuggy in 2015.

The 2015 FIA European Autocross Championship will adopt a Semi-Final/Final format (as used in Rallycross since 2013). This replaces the current Finals C, B, A format.

TRUCK RACING COMMISSION

As of 1 January 2015, in each race, points for all titles will now be awarded to each driver and team at each Competition according to the following scale: 1st: 20 points, 2nd: 15 points, 3rd: 12 points, 4th: 10 points, 5th: 8 points, 6th: 6 points, 7th: 4 points, 8th: 3 points, 9th: 2 points, 10th: 1 point.

As of 1 January 2015, the minimum allowed weight for Race Trucks is defined as follows: 5400 kg (down from 5500 kg), of which 3200 kg (down from 3300 kg) measured at the front wheels.

SINGLE-SEATER COMMISSION

A 2015 FIA Formula 3 Middle East Cup is planned for January 2015. Details will be confirmed in October 2014.

Formula 4 Championships for 2015, certified by the FIA, have been confirmed in Australia, China, Germany, and Japan, the UK and Northern Europe.

It was agreed to offer an ‘FIA F4 Best Driver’ award for each Formula 4 Championship certified by the FIA.

CIK COMMISSION

The CIK Commission has been mandated to carry out an analysis with regard to the proposal to introduce a new category below the KF-Junior category.

A “CIK-FIA South American Karting Academy Trophy” is to be introduced. The first round of the new series is to take place in early 2015.

MOTOR SPORT DEVELOPMENT PROGRAMME

After two years of work collecting the sport clubs’ data and information regarding their needs and priorities, the World Council adopted the FIA Sport Club Development plan. This a roadmap to support the development of its 138 sport clubs worldwide through the drawing up of dedicated strategies with the goal of strengthening the growth and sustainability of motor sport in each country.

This will allow the Federation to build-up a strong “Global Training Programme” for all of its sport clubs in conjunction with the FIA Sport- Grant programme launched in August and which will close on 30th September 2014.

The FIA is now better positioned to strengthen its sport clubs, grow motor sport worldwide, including vital grassroots motor sport and encouraging young people into our sport.

FIA ACTION FOR THE ENVIRONMENT TASKFORCE

An update was given on the work of the Action for Environment Taskforce. It was established to follow up on the FIA Environmental Sustainability Strategy endorsed by the WMSC in June 2013 which has the goal of ensuring motor sport is recognised as an exemplar of best practice in environmental sustainability and will be a leader in environmental innovation, creating a positive impact on both the track and road. World Council members Garry Connelly (Australia) and General Kiryanov FIA (Russia) were appointed as delegates of the WMSC for environmental issues.

SUPER LICENCE

A mandate has been given to the FIA Administration to review the qualification and conditions for the issuing of a super licence, in consultation with all parties concerned. A proposal will be put forward for WMSC approval in December for implementation in 2016.

NEXT WMSC

The next meeting of the WMSC will take place in Doha, Qatar, on Wednesday 3 December 2014.

CHAMPIONNAT DU MONDE DES RALLYES DE LA FIA

Les amendements suivants ont été apportés au Règlement Sportif, pour application à partir de janvier 2015 :

·      Afin de donner plus d’avantages aux équipages disputant toutes les spéciales, une pénalité de sept minutes, au lieu de cinq, sera appliquée pour toute spéciale manquée. La pénalité de 10 minutes infligée pour la dernière spéciale manquée de la journée demeure applicable.

·      Les Equipes WRC se verront allouer une journée d’essais pour chaque compétition désignée.

·      Les voitures du Groupe N4 seront renommées en tant que R4 afin de les intégrer dans la pyramide des rallyes. Ceci vaut pour toutes les voitures de cette catégorie dans le monde.

CHAMPIONNAT D’EUROPE DES RALLYES DE LA FIA

Afin de renforcer l’intérêt du Championnat d’Europe des Rallyes de la FIA (ERC) et de créer une identité pour chaque catégorie de voiture, l’organisation du Championnat a été modifiée à compter de 2015.

·      L’ERC sera réservé aux voitures de rallye R5 et S2000, l’ERC 2 a été créé pour les voitures du Groupe N (voitures N4 actuelles) et l’ERC 3 s’adressera aux voitures des Groupes R3, R2 et R1.

·      Des titres pour équipes, pilotes et copilotes seront décernés, le nombre total de compétitions du Championnat sera réduit de 12 à 10 et les sept (ERC et ERC 2) et six (ERC 3) meilleurs résultats compteront pour les titres.

·        En outre, la limite d’âge pour les pilotes de l’ERC Junior a été portée à 27 ans afin d’attirer davantage de concurrents et de se conformer à la limite imposée pour les championnats junior nationaux.

·        Le statut prioritaire sera accordé uniquement aux pilotes inscrits dans les catégories ERC, ceux-ci étant ainsi mis en valeur et favorisés, et seuls les pilotes de priorité FIA et ERC participeront aux Essais libres et aux Qualifications. La distance totale des épreuves spéciales sera comprise entre 200 et 230 km afin de renforcer la cohérence au sein du Championnat.

·        Afin de diminuer davantage les coûts, le nombre maximal de pneus autorisé sera réduit à 18 par compétition pour les voitures à quatre roues motrices et à 14 pour les voitures à deux roues motrices.

·        Les essais ont également été réduits à une seule journée pour chaque rallye auquel participe un pilote.

COUPE DU MONDE DES RALLYES TOUT-TERRAIN DE LA FIA

·        Afin de réduire les coûts pour les concurrents, de nouvelles réglementations ont été introduites à compter de janvier 2015. En Bajas, les pilotes prioritaires FIA seront autorisés à n’utiliser que huit pneus par compétition. Si un pneu est endommagé pendant le déroulement de la compétition, il pourra être remplacé avec l’accord du Délégué Technique de la FIA. Ce changement entraînera toutefois une pénalité en temps de 90 secondes par pneu changé. Dans les zones d’assistance chronométrées sur les Bajas, seuls deux mécaniciens et un ingénieur pourront travailler sur un véhicule en compétition et les concurrents ne pourront ravitailler dans les stations essence qu’en utilisant du carburant vendu au public.

·        Afin d’ajuster l’équilibre des performances, les diamètres de brides seront modifiés en 2015 en fonction de l’altitude moyenne de la compétition. De ce fait, l’altitude moyenne de la distance totale des secteurs sélectifs devra être publiée dans le Règlement Particulier.

·      Un rallye tout-terrain marathon se définit dorénavant comme une compétition comportant au moins 5000 kilomètres de secteurs sélectifs (précédemment 3000 kilomètres).

·        Pour figurer au classement final, un concurrent doit avoir pointé au premier contrôle horaire de chaque étape ainsi qu’au dernier contrôle horaire de la compétition.

·        Pour être classé, un concurrent ne doit pas avoir reçu de pénalisation forfaitaire sur plus de 50% des étapes d’un rallye. Il ne sera pas appliqué de pénalisation forfaitaire le dernier jour d’une compétition.

·        Les résultats de tous les rallyes Tout-Terrain et des cinq meilleurs Bajas seront pris en compte pour déterminer le classement final ; avec une compétition supplémentaire au calendrier, les équipes pourront ainsi se maintenir au niveau du budget actuel.

Le calendrier de la Coupe du Monde des Rallyes Tout-Terrain de la FIA 2015 est confirmé comme suit :

CHAMPIONNAT DE FORMULE E

Suite à la campagne d’essais de pré-saison et à la première simulation de course, différents ajustements dans la réglementation sportive du Championnat de Formule E 2014 ont été approuvés. Le règlement peut être consulté dans son intégralité sur le site web de la FIA.

CHAMPIONNAT DU MONDE D’ENDURANCE DE LA FIA

Il a été convenu d’introduire des mesures de gestion des coûts à compter du 1^er janvier 2015, notamment des limitations des essais et des pneus par catégorie. D’autres amendements figureront dans les Règlements Sportif et Technique 2015.

COMMISSION GT

Un système unifié de catégorisation des pilotes GT3, centralisé par la FIA, a été approuvé. Le recours à un système de Catégorisation des Pilotes pour les séries et championnats de la FIA vise à favoriser une meilleure gestion sportive.

La proposition de "Coupe du Monde" pour les voitures GT3, organisée sur une base de compétition unique, a été approuvée. Il sera procédé à un appel à manifestations d’intérêt dans le but de désigner un promoteur.

COMMISSION DU SPORT AUTOMOBILE HISTORIQUE

Les voitures homologuées en Période J2 (1986-1990) pourront désormais participer au Championnat d’Europe des Rallyes Sportifs Historiques de la FIA.

COMMISSION OFF-ROAD

Le poids minimum d’une SuperCar en Rallycross sera de 1300 kg à compter du 1^er janvier 2016 (quelle que soit la cylindrée du moteur). Un certain nombre de clarifications et amendements au Règlement Technique pour les voitures de Rallycross ont été approuvés pour 2015 ou 2016. De plus amples informations sont disponibles sur le site web de la FIA.

L’actuelle Coupe FIA pour JuniorBuggy (pour pilotes âgés de 13 à 21 ans) sera transformée en Championnat d’Europe d’Autocross de la FIA pour Pilotes de JuniorBuggy en 2015.

Il sera adopté pour le Championnat d’Europe d’Autocross de la FIA 2015 un format Demi-Finale/Finale (comme en Rallycross depuis 2013), en remplacement de l’actuel format Finales C, B et A.

COMMISSION DES COURSES DE CAMIONS

A compter du 1^er janvier 2015, dans chaque course, les points pour tous les titres seront attribués à chaque pilote et à chaque équipe engagés à chaque compétition selon le barème suivant : 1^er : 20 points, 2^ème : 15 points, 3^ème : 12 points, 4^ème : 10 points, 5^ème : 8 points, 6^ème : 6 points, 7^ème : 4 points, 8^ème : 3 points, 9^ème : 2 points, 10^ème : 1 point.

A compter du 1^er janvier 2015, le poids minimal autorisé pour les camions de course est défini comme suit : 5400 kg (précédemment 5500 kg) dont 3200 kg (précédemment 3300 kg) à l’avant.

COMMISSION MONOPLACE

Une Coupe de Formule 3 du Moyen-Orient de la FIA 2015 est prévue pour janvier 2015. Les détails seront confirmés en octobre 2014.

Pour 2015, des Championnats de Formule 4, certifiés par la FIA, ont été confirmés en Australie, en Chine, en Allemagne, au Japon, au Royaume-Uni et en Europe du Nord.

Il a été convenu de décerner un prix "Meilleur Pilote F4 de la FIA" pour chaque Championnat de Formule 4 certifié par la FIA.

COMMISSION CIK

La Commission CIK a été chargée d’analyser la proposition visant à introduire une nouvelle catégorie inférieure à la catégorie KF-Junior.

Un "Trophée Académie de Karting d’Amérique du Sud de la CIK-FIA" sera introduit. La première manche de la nouvelle série aura lieu début 2015.

PROGRAMME DE DEVELOPPEMENT DU SPORT AUTOMOBILE

Au terme de deux années de collecte des données relatives aux clubs sport et d’informations sur leurs besoins et priorités, le Conseil Mondial a adopté le plan de Développement des Clubs Sport de la FIA. Cette feuille de route a pour objet de favoriser le développement de 138 clubs sport à travers le monde au moyen de stratégies adaptées visant à renforcer la croissance et la durabilité du sport automobile dans chaque pays.

Ceci permettra à la Fédération de bâtir un "Programme de formation global" solide pour tous ses clubs sport en liaison avec le FIA Sport Grant Programme lancé en août et qui sera clos le 30 septembre 2014.

La FIA est à présent mieux à même de renforcer ses clubs sport, de faire progresser le sport automobile dans le monde, notamment en favorisant le développement crucial du sport au niveau local et en encourageant les jeunes à y participer.

TASK FORCE "FIA ACTION FOR ENVIRONMENT"

Un point a été fait concernant l’avancement des travaux de la Task Force "Action for Environment". Cette dernière a pour mission de mettre en œuvre la Stratégie de Développement Durable de la FIA approuvée par le CMSA en juin 2013 dont l’objectif est de faire du sport automobile un exemple en termes de meilleures pratiques de développement durable et un leader de l’innovation environnementale, avec un impact positif sur les circuits comme sur les routes. Les membres du Conseil Mondial Garry Connelly (Australie) et le Général Kiryanov (Russie) ont été nommés délégués du CMSA pour les questions environnementales.

SUPER LICENCE

L’Administration de la FIA a été chargée d’examiner les conditions de délivrance de la super licence, en concertation avec toutes les parties concernées. Une proposition sera soumise au CMSA en décembre pour approbation et mise en œuvre en 2016.

PROCHAIN CMSA

La prochaine réunion du CMSA aura lieu à Doha, au Qatar, le mercredi 3 décembre 2014.
