The World Motor Sport Council met in Monaco on 12 December 2003. The following decisions were taken:

FORMULA ONE WORLD CHAMPIONSHIP

The date for the 2004 British Grand Prix will change to July 11th.

The 2004 French GP will take place on July 4th provided that two conditions are met before December 31st 2003:

i) The FIA receives confirmation that a contract is in place between the Formula
One Management and the Federation Francaise du Sport Automobile.
ii) All the teams competing in the Championship agree.

F3000

The 2004 F3000 International Championship is dependent on the receipt of sufficient entries. A final decision on the Championship will be taken at the end of January.

WORLD RALLY CHAMPIONSHIP

Gravel Cars

Gravel cars will only be allowed upon application to the FIA by an event organiser, and then only for reasons of safety, agreed as such by the Safety Commission.

Mille Pistes

The Council reaffirmed that the Mille Pistes system would be required by all events in the Championship after the 2004 Swedish Rally, except when a waiver is sought and agreed to in order to assist an organiser who has particular difficulties in 2004.

Flexi-service

The Council agreed the rules applying to Flexi-service for 2004.

Testing

For teams registered in the Championship in the current year, testing is prohibited as follows:

- Outside Europe;
- In Cyprus and Turkey;
- In the country of a rally from start of reconnaissance until the end of the rally;
- On any road, which is or might be used as a special stage of any current Championship rally;
- Throughout the months of August and November.

GT

Data Recorder

A Data Recorder homologated by the FIA must be used during the Championships. These devices will serve exclusively for the storage of data and will be used confidentially by the FIA alone. Cars eligible to take part in GT must be equipped with this device.

This device will measure:

- the engine speed;
- the speed of the four wheels;
- the gear ratio engaged;
- the depression in the air box;
- the position of the accelerator.

One or two channels will remain free for possible additional sensors.

Handicap Weights

The handicap ballast for each driver and each car will feature on a specific list, which will be drawn up by the FIA officials after each event. The weight carried on board the car will correspond either to the weight applied to the car or to that applied to the driver, whichever is the greater.

N-GT

A competitor who leaves the championship and later rejoins it will be considered as a new competitor on his return to the championship and will be given the corresponding handicap weight.

TOURING CARS

2004 European Touring Car Championship Calendar

An event counting towards the 2004 FIA European Touring Car Championship will be held at Dubai at the end of the season, in preparation for the expansion of this Championship beyond the European frontiers in 2005.

FIA MOTOR SPORT SAFETY INSTITUTE

In order to better co-ordinate the research activities of the FIA in motor sport safety the FIA Motor Sport Safety Institute will be established in Paris on the same non-profit legal and fiscal basis as the FIA.

The FIA Institute will:

i) undertake research, disseminating the results of research and providing
information on the best safety procedures, practices and technologies that can be applied to motor sport safety in the areas:

- Driver equipment;
- Vehicle design;
- Circuit design and spectator protection;
- Rescue and medical facilities;
- Race Control.

ii) Support training of officials, circuit and race personnel in safety procedures,
practices and the use of equipment.

iii) Monitor motor sport safety trends in order to identify research and regulation
priorities.
