The World Motor Sport Council met in Monaco on December 13th, 2002. The following decisions
were taken.
TOBACCO
SPONSORSHIP
The World Motor Sport Council unanimously authorised the FIA President to send a letter to Mr David Byrne, the EU Health Commissioner, copied to members of the European Parliament and EU Health Ministers. The letter made clear to Mr Byrne that the decision of the European Union to implement the proposed ban of tobacco advertising and sponsorship as from July 2005 rather than October 2006, as previously agreed by the EU, threatens to disrupt international motor sport in the EU and undermine efforts to agree a world wide ban of tobacco sponsorship at the end of 2006.

FORMULA ONE
The World Motor Sport Council noted with approval the points agreed in the Formula One Commission meeting held in London on Monday October 28th, 2002.
RALLIES
Sporting Regulations
The World Motor Sport Council has decided to adopt the FIA Formula One World Championship scale of points in the FIA World Rally Championship. From January 1st, 2003, the points for all the titles for the FIA World Rally Championship and the FIA Regional Rally Championships will therefore be modified as follows:

A second level of FIA World Rally Championship cars with lower performance than the existing World Rally Championship cars, will be introduced from January 1st, 2004. The Technical Regulations will be submitted to the World Motor Sport Council in April 2003.
New Category for the Regional Championships
A new category will take part in the FIA Regional Rally Championships from January 1st, 2004 which will group together the following 4-wheel drive cars:
- production vehicles homologated with a minimum of 1000 units with a 2-litre turbo engine (32 mm restrictor)
- production vehicles homologated in a quantity of 2500 units, with a 2-litre normally aspirated engine
Tyre marking
From January 1st, 2003, the tyre marking procedure used in the World Rally Championship will apply to the Regional Championships.
GT
Sporting Regulations

SPORTSCARS
Technical Regulations
The 2004 Technical Regulations for Sports Cars incorporate extensive changes to the
bodywork and aerodynamic regulations. These changes are based on the findings of a
twelve month wind tunnel research programme into sports car aerodynamic instability,
funded by the FIA Foundation. The changes set out to reduce the potential for a sports car to take-off or fly when the driver loses control and the car spins at high speed.
The changes include new regulations governing the nose, underbody, tail and rear
overhang, as well as the rear wing and endplates. In addition to the improvements in
aerodynamic stability downforce is reduced and drag increased in order to control cornering.
Sporting Regulations
The FIA Formula One World Championship scale of points will apply to the FIA European Touring Car Championship from January 1st, 2003 as follows:

Handicap Weight
In order to optimise the equality of performance between cars, new ballast weight handicaps have been approved by the World Motor Sport Council. These new weights will be cumulative; at the end of each race meeting, the previous weight handicaps will be cancelled and new ones applied. However, the maximum weight may not exceed 40 kg.
ELECTRO-SOLAR CUP
The World Motor Sport Council has agreed to change the name of the Electro-Solar Cup to the Alternative Energies Cup, and the name of the Commission to the Alternative Energies Commission.
ANTI-DOPING CODE
The World Motor Sport Council approved modifications to the FIA’s anti-doping policy. In addition to the inclusion of the amendments in the International Sporting Code, a special booklet will be produced which will be distributed to ASNs and Championship competitors.
FIA ACADEMY
In a separate meeting from the World Motor Sport Council, the FIA Academy elected former FIA President, Jean-Marie Balestre to serve as its Chairman.
The FIA Academy will be responsible for determining annual awards and prizes for exceptional achievement in road safety, the environment and mobility and for individual achievement in motor sport.
