World Motor Sport Council

The World Motor Sport Council met in Paris on October 1 st , 2002. The following decisions were taken:

Tomas Enge

Having studied the medical reports regarding the positive ‘A’ and ‘B’ anti-doping tests for Formula 3000 driver Tomas Enge, and having heard the submissions from the parties concerned, the World Motor Sport Council decided that :
i) Tomas Enge will be excluded from the results of the 2002 Hungarian F3000 race;
ii) Tomas Enge’s licence will be suspended for 12 months. However, the licence suspension will be suspended on condition that Mr Enge tests negative in random dope tests to be conducted over the next 12 months. The times and locations of these tests will be decided by the FIA.

FORMULA ONE

Amendments to the Formula One regulations for 2003 will be finalised by the Formula One Commission on October 28th, 2002.

RALLY

The World Motor Sport Council approved the following:

FIA World Rally Championship commercial agreement
 
Further to the negotiations between the FIA and ISC, the World Motor Sport Council has confirmed that the FIA will prepare a list of events eligible for inclusion in the World Rally Championship calendar. Participating manufacturers and the commercial rights’ holder will jointly submit a draft calendar proposal based on that list to the World Rally Championship Commission.

Taking into consideration the general interests of the Sport, the final approval of the calendar will be made by the World Motor Sport Council.

World Rally Championship Sporting Regulations – Application from 1st January, 2003

Unless a waiver is granted by the FIA, a road surface of a single type (asphalt or gravel) must be used for the special stages of a rally.

The following restrictions on testing will apply:

Testing in the country of a rally by a priority 1 crew is not permitted after the start of reconnaissance until the end of the rally.

No testing is permitted in the country of a rally for any rallies run outside Europe.

Fuel Tanks
For reasons of safety the World Motor Sport Council decided that the maximum capacity of fuel tanks in Rally cars will be limited to 95 litres in Group A and Group N as from 1 st January, 2003.

Maximum number of rallies run on asphalt – Application from 1st January, 2004

The World Motor Sport Council confirmed a maximum of four World Rally Championship events organised in Europe may be run on asphalt.

FORMULA 3

The World Motor Sport Council agreed new procedures for a side intrusion test based on Formula One principles with application from 2005.

RALLYCROSS

Sporting Regulations
From January 1 st , 2003 a new division will be created using a normally aspirated engine with a 1.6 litre maximum, and homologated front wheel drive, conforming to Appendix J Group A (Articles 251 to 255).

CIRCUITS COMMISSION

Advertising
The World Motor Sport Council decided that with immediate effect, no form of advertising or decoration will be permitted on the track surface (run-off areas excepted).

TOURING CARS

Super 2000
The World Motor Sport Council agreed to the principle of weight ballast being added to successful cars to discourage intensive technical developments.
From 1 January, 2003, a single data logging system will be homologated. This system will check:
- the engine speed (8500 rpm maximum for 4 cylinders, 8750 for 5 cylinders, 9000 for 6 cylinders);
- the position of the throttle valve;
- the speed of the vehicle;
- the gearbox ratio engaged.

Gearbox and Differential
In order to promote the interest of new manufacturers and to reduce the running cost over a season, the World Motor Sport Council has decided that the homologation of a specific gearbox with a sequential control be authorised.

Technical Passport in Super 2000
It has been decided that the principle of the technical passport be extended beyond 2002, the validity of the technical passports issued in 2002 will therefore be extended.

SPORTSCAR

SR2 Sporting Regulations
It has been agreed by the World Motor Sport Council that a tender will be held to find a sole supplier of tyres which will be designated to distribute tyres to the category SR2 entered in the FIA Sportscar Championship.

Tyres
As from 1 January 2003 sensors for measuring the pressure and the temperature of the tyres when the car is in motion will be strongly recommended.

Engine for SR2
As from 1 January 2004, the SR 2 engine must be derived from a volume production engine with a maximum of 6 cylinders, or must come from a car homologated in Group A or Group N-GT.

The Cyprus Rally and the Anatolian Rally (Turkey) will be included in the 2003 Championship calendar on dates to be confirmed.

The Inmarsat Safari Rally has been excluded from the 2003 Championship calendar because the necessary guarantees for the event had not been given and the ASN had failed to meet its obligations to the FIA.
