The World Motor Sport Council met in Paris on June 30, 2004. The following decisions were taken:
FORMULA ONE WORLD CHAMPIONSHIP
The World Motor Sport Council discussed the current performance level of Formula One cars noting that recent accidents have tested the absolute limits of the FIAˇ¦s latest safety measures (Felipe Massa in Canada and Ralf Schumacher in the USA) and that speeds have increased very significantly over the last seven years.

The World Motor Sport Council unanimously decided formally to require the Formula One Technical Working Group to propose measures to reduce the performance of the cars in accordance with Article 7.5 of the Concorde Agreement.
If there is no agreement and the FIA is forced to follow the entire Article 7.5 procedure, the measures it will impose will be announced in October and come into force three months later, in time for the 2005 season.

Hyundai Motor Company
The Hyundai Motor Company is to be invited to the October meeting of the World Motor Sport Council in connection with its early withdrawal from the 2003 FIA World Rally Championship.
TOURING CARS
Approved the creation of an FIA World Touring Car Championship starting in 2005.

HISTORIC MOTORSPORT COMMISSION
Approved the publication of an updated 'Question and Answer' paper regarding Historic Technical Passports and FIA Heritage Certificates on the FIA website together with details of the new FIA Heritage Certificate on which those interested in Historic vehicles will be asked to comment with a view to a final version in October.
SAFETY COMMISSION
Agreed the introduction of the HANS device in the FIA Championships for closed cars as follows:
- FIA GT Championship: obligatory from September 1, 2004;
- FIA Touring Car Championship: obligatory from January 1, 2005;
- FIA World Rally Championship: obligatory from January 1, 2005 for all drivers and co-drivers entered by Manufacturers registered in the Championship.
KARTING
The World Motor Sport Council rejected the report of the Working Group on Karting technical regulations and asked for new proposals to be presented in the October meeting.
