The World Motor Sport Council met in Paris on April 2, 2003. The following decisions were taken:
FORMULA ONE
HANS
Further to a note sent to the Formula One teams by the FIA Technical Director (March 25, 2003), the WMSC confirmed that if any driver is unable to wear the HANS device for medical or other reasons, the team concerned will have to replace him.
TOBACCO SPONSORSHIP
The FIA has decided to bring proceedings in the European Court of Justice against the European Commission Directive on Tobacco Advertising and Sponsorship. The purpose of the action is not to annul the Directive as a whole, but to restore the original implementation date contained in the 1998 Directive (October 1, 2006). A note explaining the basis of the action is available for download on the FIA web site (www.fia.com).
RALLY
FIA WRC Commercial Agreement
A memorandum clarifying the commercial rights currently owned by ISC will be prepared for distribution to actual and potential event organisers on the FIA WRC calendar. The proposed agreement will be discussed again in June following further discussions with ISC.
Rally of Australia
Following a new Heads of Agreement finalised between CAMS and the WATC, the Australian round of the FIA WRC has been confirmed for 2003 and will continue to be held in Western Australia.
Rally Deutschland
Following an unsatisfactory report from the FIA nominated observers, the event will be given a second and final inspection at the beginning of May. Should the safety inspection prove unsatisfactory Rally Deutschland will be removed from the FIA WRC calendar.
World Rally Championship Service Parks and Tyre Changes
With application from 2004, organisers will replace the 20-minute service at the start of a leg with a tyre change area and possible refuel zone at the exit of the parc fermé.
World Rally Car - Level 2 (Working title)
From 2004 a ‘Second level WRC car’ will be introduced for use in the FIA World Rally Championship. Full details of the category will be presented to the next World Motor Sport Council.
GT
HANS
From January 1, 2004, the application of article 1.4 (Head and neck protection) of Chapter III (Drivers’ Equipment) of Appendix L will be extended to the drivers in the GT Championship.
Spa-Francorchamps 24 Hours
Agreed that, as was the case in 2001 and 2002, two additional categories will be integrated into the Spa-Francorchamps 24 Hour event: the category of cars taking part in national GT Championships (Group 2) and the category of single-make Series (Group 3).
SPORTSCAR
Tyres
As from January 1, 2004 following an invitation to tender, a sole supplier will be designated to supply the tyres for the category SR1 vehicles entered in the championship.
HANS
From January 1, 2004, the application of article 1.4 (Head and neck protection) of Chapter III (Drivers’ Equipment) of Appendix L will be extended to the drivers in the Sportscar championship.
KARTING
The CIK-FIA Executive Committee decision regarding the establishment of a specific committee for the Karting World Championship and the format of the 2003 CIK-FIA championship was noted.
