The FIA General Assembly, held in New Delhi, India, today, marked the end of the annual meeting week attended by sport and mobility members from around the world and which culminates with the FIA Prize Giving Gala this evening. The FIA President, Jean Todt, along with Senate President Nick Craw and Deputy Presidents Brian Gibbons and Graham Stoker, welcomed the delegates to the meeting and, on behalf of the General Assembly, thanked Indian host Vijay Mallya and his team at the Federation of Motor Sports Clubs of India for their support, assistance and hospitality.
The following decisions were taken during the meeting:
Amendments to the FIA Statutes
Amendments have been made to the Statutes, mainly following the work of the Statutes Review Commission, in order to create a more modern organisation better able to service the interests of its members today and in the future. These amendments are as follows:
A. With immediate effect:
- The Senate’s role will be strengthened by giving it specific responsibility.
- The obligations and powers of the President have been clarified and are now combined only in the Statutes.
- The two World Councils will now have direct access to the General Assembly, instead of having to go through the Committee.
- The structure of FIA Administration will be improved, by including a Chief Administrative Officer who, with the two Secretary Generals, will constitute the senior management team.
- The General Assembly adopted changes to the voting procedure, in order to allow all the Mobility clubs to express their own vote on general questions.
- The Manufacturers’ Commission has now been established within the Structure of the FIA.
- The FIA reaffirms its acceptance of the World Anti-Doping Code as the basis for the fight against doping in motor sport. An express reference of the competence of the Court of Arbitration for Sport to settle all appeals arising from the application of the FIA’s Anti-Doping Regulations definitively is now provided for in the Statutes.
- In order to strengthen the operation of the FIA Anti-Doping Disciplinary Committee (ADC), the General Assembly accepted the need to recognise the ADC as a separate body from the Medical Commission. The General Assembly also approved associated amendments to the FIA Statutes relating to the rules of procedure of the ADC, and the nomination of its members.
B. From the next elective General Assembly (2013):
- The Senate will be enlarged by including members elected by the two World Councils.
It was also agreed that the size of the Presidential list would be reduced from 23 to 11, comprising of the President, Senate President, Deputy President for Mobility, Deputy President for Sport, and seven nominated Motor Sport Vice Presidents. This will ensure all geographic regions have senior representation on the World Motor Sport Council.
Judicial and Disciplinary Rules
The General Assembly approved, as from 1 January 2012, a reduction of the appeal fee before the International Court of Appeal. The current fee is €12,000, irrespective of costs. As an exception, the amount of the appeal fee for the karting events is set at €6,000, also irrespective of costs.
International Historical Commission
The General Assembly approved the appointment of Michel de Thomasson (FRA) as Chairman of the International Historical Commission.

Mobility Commissions
The General Assembly has, exceptionally, empowered the World Council for Automobile Mobility and Tourism with the task of appointing the 2012 Presidents for the new Policy Commission and Services Commission.
International Tribunal and International Court of Appeal
The General Assembly approved the renewal of four judges to the International Tribunal and seven judges to the International Court of Appeal, each proposed by the Judicial Appointment Committee for a three-year term.
Amendments to the International Sporting Code
Modifications to the International Sporting Code, proposed by the World Motor Sport Council from 2012, were approved. In particular, the following amendments were made:
National Event
- The obligation to be a holder of an international licence for any foreign driver or competitor participating in a national Karting Event entered on the calendar of an ASN, for which the said ASN authorises foreign participation
- The obligation for the licence holders entered in a national event to have obtained the authorisation of their own ASN
- Foreign competitors and drivers cannot gain points in the rankings of national Championships and Series that they take part in
Rules of Procedure for the FIA Anti-Doping Committee (ADC)
- In order to strengthen the ADC operation, in particular by increasing the number of its members and by clarifying certain rules of procedure, amendments to the Rules of Procedure have been adopted.
Noted and Welcomed
Jorge Tomasi (Automóvil Club del Uruguay) was appointed as Vice-President for the World Council for Automobile Mobility and Tourism.
The FIA President thanked Carlos Macaya, Chairman of the FIA Foundation Board of Trustees, for the leadership he has provided prior to stepping down from the position. Tim Keown was welcomed as the new Chairman.
Professor Gérard Saillant was welcomed as the new President of the FIA Institute. The FIA President also recognised the contribution made by Professor Sid Watkins, who has decided to step down after a distinguished period as President. The Deputy President of the FIA Institute was confirmed as Garry Connelly.
Date of next meeting
Due to the numerous applications to host the 2012 Annual General Assembly, it has been decided that a specific committee should be appointed to oversee this process. The Conference Assessment Committee will conduct a full review of the potential venues before the end of January. One member of each World Council, along with a member of the Senate, the FIA Foundation and FIA Marketing Department will be invited to join the Committee. The Annual General Assembly will be held in 12 months’ time.

Assemblée Générale de la FIA
L’Assemblée Générale de la FIA, qui s’est tenue à New Delhi, Inde, ce jour, a marqué la fin de la semaine de réunions annuelle, auxquelles ont participé des membres sport et mobilité du monde entier et dont le point d’orgue est le Gala de Remise des Prix de la FIA organisé ce soir. Le Président de la FIA, Jean Todt, ainsi que le Président du Sénat, Nick Craw, et les Présidents-Délégués Brian Gibbons et Graham Stoker, ont souhaité la bienvenue aux délégués et, au nom de l’Assemblée Générale, ont remercié leur hôte Vijay Mallya et son équipe de la
Federation of Motor Sports Clubs of India pour leur soutien, leur aide et leur accueil.
Les décisions suivantes ont été prises durant la réunion :
Amendements aux Statuts de la FIA
Des amendements ont été apportés aux Statuts, principalement suite aux travaux de la Commission de Révision des Statuts, afin de créer une organisation plus moderne, mieux à même de servir les intérêts de ses membres aujourd’hui et demain. Ces amendements sont les suivants :
A. Avec effet immédiat :
- Le rôle du Sénat sera renforcé ; des responsabilités spécifiques lui seront confiées.
- Les obligations et pouvoirs du Président ont été clarifiés et figurent à présent ensemble dans les Statuts.
- Les deux Conseils Mondiaux auront à présent un accès direct à l’Assemblée Générale, sans avoir à passer par le Comité.
- La structure de l’Administration de la FIA sera renforcée par la désignation d’un Directeur Administratif et Financier venant constituer, avec les deux Secrétaires Généraux, l’équipe de direction.
- L’Assemblée Générale a adopté des amendements à la procédure de vote afin de permettre à tous les clubs Mobilité d’exprimer leur propre vote sur des questions d’ordre général.
- La Commission des Constructeurs est désormais intégrée à la structure de la FIA.
- La FIA confirme qu’elle accepte le Code Mondial Antidopage comme base de la lutte contre le dopage dans le sport automobile. Il est à présent expressément fait référence à la compétence du Tribunal Arbitral du Sport pour résoudre définitivement tous les appels résultant de l’application du Règlement antidopage de la FIA.
- Afin de renforcer le fonctionnement du Comité Disciplinaire Antidopage (CDA), l’Assemblée Générale a convenu qu’il était nécessaire de reconnaître le CDA comme organe distinct de la Commission Médicale. L’Assemblée Générale a également approuvé les modifications connexes des Statuts de la FIA relatives aux règles de procédure du CDA et à la désignation de ses membres.
B. A compter de la prochaine Assemblée Générale élective (2013) :
- Le Sénat sera élargi en incluant des membres élus par les deux Conseils Mondiaux.
Il a également été convenu que la taille de la liste présidentielle sera réduite de 23 à 11 ; elle comprendra le Président, le Président du Sénat, le Président-Délégué pour la Mobilité, le Président-Délégué pour le Sport et sept Vice-présidents Sport Automobile désignés. Ceci permettra d’assurer une représentation forte de toutes les régions géographiques au Conseil Mondial du Sport Automobile.
Règlement Disciplinaire et Juridictionnel
L’Assemblée Générale a approuvé, à compter du 1er janvier 2012, une réduction du montant de la caution d’appel devant la Cour d’Appel Internationale. Actuellement, la caution est de 12 000 €, indépendamment des dépens. A titre exceptionnel, le montant de la caution d’appel pour les épreuves de Karting est fixé à 6 000 €, également indépendamment des dépens.
Commission Historique Internationale
L’Assemblée Générale a approuvé la désignation de M. de Thomasson (FRA) en tant que Président de la Commission Historique Internationale.

Commissions Mobilité
L’Assemblée Générale a chargé, à titre exceptionnel, le Conseil Mondial de la Mobilité Automobile et Tourisme de désigner les Présidents 2012 pour les nouvelles Commission de Politique Générale et Commission des Services.
Tribunal International et Cour d’Appel Internationale
L’Assemblée Générale a approuvé le renouvellement de quatre juges pour le Tribunal International et de sept juges pour la Cour d’Appel Internationale, chacun étant proposé par le Comité des Nominations Juridictionnelles pour un mandat de trois ans.
Amendements au Code Sportif International
Les amendements au Code Sportif International, proposés par le Conseil Mondial du Sport Automobile à compter de 2012, ont été approuvés. Plus précisément, les amendements ci-après ont été apportés :
Epreuve nationale
- L’obligation d’être titulaires d’une licence internationale pour tous les pilotes et concurrents étrangers participant à une épreuve nationale de Karting inscrite au calendrier d’une ASN, pour laquelle cette même ASN autorise la participation étrangère.
- L’obligation pour les licenciés s’engageant à une épreuve nationale d’avoir obtenu l’autorisation de leur ASN.
- Les concurrents et pilotes étrangers ne peuvent pas marquer de points aux classements des Championnats et Séries nationaux auxquels ils participent.
Règles de procédure du Comité Disciplinaire Antidopage (CDA)
Afin de renforcer le fonctionnement du CDA, notamment en augmentant le nombre de ses membres et en clarifiant certaines règles de procédure, des amendements aux règles de procédure ont été adoptés.
Hommages et messages de bienvenue
Jorge Tomasi (Automóvil Club del Uruguay) a été désigné Vice-président du Conseil Mondial de la Mobilité Automobile et Tourisme.
Le Président de la FIA a remercié Carlos Macaya, Président démissionnaire du Board of Trustees de la Fondation FIA, pour le leadership dont il a toujours fait preuve dans l’exercice de ses fonctions. Tim Keown a été accueilli en tant que nouveau Président.
Le Professeur Gérard Saillant a été salué en tant que nouveau Président de l’Institut FIA. Le Président de la FIA a également rendu hommage à la contribution du Professeur Sid Watkins, qui a décidé de se démettre de ses fonctions après avoir rendu de bons et loyaux services en qualité de Président. Garry Connelly a été confirmé au poste de Président-Délégué de l’Institut FIA.
Date de la prochaine réunion
Compte tenu du nombre de candidatures en vue d’accueillir l’Assemblée Générale annuelle 2012, il a été décidé de désigner un comité ad hoc pour mener à bien le processus de sélection. Le Comité d’Evaluation de Conférence mènera une étude approfondie des sites potentiels avant fin janvier. Un membre de chaque Conseil Mondial, ainsi qu’un membre du Sénat, de la Fondation FIA et du Département Marketing de la FIA seront invités à se joindre à ce Comité. L’Assemblée Générale Annuelle se tiendra dans douze mois.
