Roadmap Aims For Greener Future

Global efforts are to be made to reduce CO2 emissions as part of the CARS 21 roadmap.

The CARS 21 High Level Group, which is part of the European Commission, is seeking to implement measures which will reduce pollution and promote the environment.

In its new 10-year roadmap, the group recommends that the Commission brings forward proposals to reduce CO2 emissions from light and heavy duty vehicles.

The 1998 EU voluntary agreement to reduce CO2 emissions to 140 grams per kilometre by 2008/9 has already led to a decline in emissions of more then 10 per cent. The roadmap looks to go even further and presents a strategy for moving beyond the 140 grams per kilometre target to 120 grams by 2010.

But this target cannot be reached by the automotive industry alone. The group therefore endorses an integrated approach to reach involving all relevant stakeholders and measures.

These measures, which could all contribute to CO2 reductions, include alternative fuels, eco-driving, taxation, consumer information and congestion avoidance. The roadmap recommends that specific attention should be given to second generation biofuels, which offer significant environmental benefits. Hydrogen has been identified as a

potential energy carrier for the longer-term, an option which would needs a major research and development effort.

FIA President Max Mosley, who has been campaigning for these measure to be implemented, said that to seriously reduce CO2 levels requires a global approach to passenger vehicle fuel economy standards. Industry should be encouraged to set targets at a global level since the problem of climate change itself is a global one.

Mosley said: “By integrating plans to reduce vehicle emissions with complimentary policies of Member States such as fiscal incentives, the effectiveness of the EU strategy to tackle climate change and improve air quality should be substantially increased. The FIA is also pleased that CARS 21 will encourage global convergence of vehicle safety and emission standards through greater use of the United Nations World Forum for Motor Vehicle Standards Harmonisation in Geneva.”
